Plaintiff was placed in excessively tight handcuffs and asked \"why do you have to be an asshole?\" by Defendant Walsh before he threw the knife across the street. When Defendant Arneth asked Defendant Wash why he threw the knife, Plaintiff responded by saying it was because the officer knew it was not illegal.
