Defendant NYPD officers NOTTWICZ and LOPEZ punched and struck Plaintiff several times in his head-area and around his right eye, with each punch forcing the back of Plaintiff’s head to slam into the stairs. Shortly thereafter, Defendant NYPD Lieutenant SEAN WILLIAMS used his TASER upon Plaintiff. After Plaintiff WILLIAMS was handcuffed and after the police cut his backpack off his back, the NYPD officials threw Plaintiff into the back of a police car. While in substantial pain related to the beating, Plaintiff started kicking the windows of the police vehicle.\n\nNYPD officials from the Emergency Service Unit (“ESU”) arrived on scene and placed Plaintiff WILLIAMS’ in a body wrap. At least one of the ESU officials unnecessarily put pressure or otherwise pushed on Plaintiff’s eye injury, predictably causing extreme pain. NYPD officials then transported Mr. WILLIAMS to Woodhull Hospital, where was diagnosed with a fractured orbital bone and given painkillers.\n\nShortly after, NYPD officials transported Plaintiff to the NYPD’s 94th Precinct and placed him into a cell.  Inside the cell, Plaintiff WILLIAMS repeatedly requested access to a phone. In response, Defendant Sergeant RICKY HICKS yelled back,, “SHUT UP, THIS IS MY FUCKING HOUSE.” Undeterred, Plaintiff WILLIAMS continued to request access to a phone to inform the outside world of his severe injuries.\n\nSoon thereafter, Defendant Sergeant HICKS, and Defendant Officers JOHN DOE and JANE DOE entered the cell. Defendant Sergeant HICKS punched Plaintiff WILLIAMS in the face, and Defendant Officers JOHN DOE and JANE DOE began kicking Plaintiff WILLIAMS while he was on the ground.\n\nWhile Plaintiff WILLIAMS was being kicked, at least one of the defendant NYPD officials told him, “THIS IS MY HOUSE, I’LL FUCKING KILL YOU.” Defendant NYPD officials thereafter left Plaintiff WILLIAMS in the cell, bleeding from his face and nose, and in substantial pain.\n\nAs a result of defendants’ actions, Plaintiff suffered injuries including but not limited to a fractured orbital and associated pain and suffering. As a result of his orbital blowout fracture, Plaintiff WILLIAMS has experienced impaired vision and has been repeatedly advised by medical professionals that he is at risk of a detached retina.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.342968/gov.uscourts.nyed.342968.13.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/4520122/williams-v-the-city-of-new-york/"},{"officer_name":"Lopez, Angel","disposition":"Settlement","start_date":"2011-10-20","disposition_date":"2015-04-14","court":"U.S. District Court - Eastern District NY","docket":"11CV04592","name":"Malangone, Neal vs City of New York, et al.","payout_amount":185000,"url":"https://www.courtlistener.com/docket/6218893/malangone-v-city-of-new-york/"}],"id":"TZDF","url":"https://www.50-a.org/officer/TZDF"}
