When plaintiff crossed Charles Street, a police vehicle moving slowly more than half a block away flashed its lights and accelerated briefly before coming to a stop next to plaintiff. Officer Torres accused plaintiff of walking directly in front of the moving police car and not stopping when instructed to. Plaintiff remained calm throughout the encounter and did not resist. Plaintiff expressed his confusion about the accusation and the angry demeanor displayed by the officer. Officer Torres threatened plaintiff with arrest for 10 minutes and finally did place him under arrest by pushing him against a wall with excessive force and tightly handcuffing the plaintiff. On November 15, 2011, plaintiff was walking by the Sixth Precinct and Officer Oliveras lured her inside to identify someone, and thereafter handcuffed her as Lt. Joe Seidel laughed. She was kept in a cell for 12 hours, shackled to a bench, and had a cavity search. She was denied water or a phone call. While she was in the cell, an unidentified P.O. insulted her. She was finally released after she was allowed to make a call to an UO officer that she had assisted. As she left, P.O. Mak said \"Never come in again. Just be thankful that you are not dead.\" \n\nIn March 2012, plaintiff was hurt in an elevator accident in her building and called 911. An unidentified officer arrived, and told EMS she was \"faking.\" The officer followed EMS to the hospital and shoved plaintiff's wheelchair into the street when she was removed from the ambulance, stated that she was an \"emotionally disturbed person\" that needed to be admitted, and caused her to be handcuffed. She was involuntarily taken to the psych ward and she suffered heart arythmia while there. \n\nOn June 2013, plaintiff was at home when Officer Oliveras came to her door with a man and a woman from Adult Protective Services (APS) asking to see her elderly mother. Officer Torres stated that they had a court order. Plaintiff refused them entry without first seeing the court order, and P.O. Oliveras refused to show it and pushed into the apartment. The APS person looked for plaintiff's mother while P.O.
