Plaintiff was brought to a holding cell at the precinct and arraigned three days later for charges of 220.16(1) Criminal possession of a controlled substance in the third degree and 220.50(2) Criminally using drug paraphernalia in the second degree. Plaintiff was unable to post bail and was transported to Rikers Island, where she remained for another two days. When Plaintiff complained about the tightness of his handcuffs, two other John Doe NYPD Officers (on information and belief Officer John Talavera and Officer Vincent Kong) told Plaintiff to \"just deal with it.\" Plaintiff was taken to the 25th Precinct, where he was strip searched and subjected to a visual scrotum inspection by John Does NYPD Officers. \n\nPlaintiff was taken to Central Booking on July 9, 2011, where he was arraigned on a charge of obstructing governmental administration based on the false statements of Detective Martin Campos. Plaintiff was held for four days until he was able to make bail. Two days after his release, on July 14, 2011, Plaintiff had three pieces of glass from the shattered car window remove from his right eye.
