Plaintiff previously owned a juice shop. Defendant Moore expressed a professional interest in Plaintiff’s business. On May 1, 2017, Plaintiff met Defendant Moore in Kings County, New York to discuss a potential business opportunity. Plaintiff decided to decline Defendant Moore’s business proposal and was then viciously attacked and robbed by him. Defendant Moore was arrested. After pleading guilty, Defendant Moore retaliated against the plaintiff by filing a criminal complaint against the plaintiff. Defendant Soberol decided to place the plaintiff under arrest more than a year later based on this false complaint at a certain precinct. Plaintiff was forced to remain under arrest for more than 12 hours. Defendant SOBEROL falsely claimed that there were eyewitnesses and video of plaintiff cursing and threatening Defendant Moore. The DA's office investigated the case and determined that plaintiff should not have been arrested. It then dismissed the charges against plaintiff.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.443924/gov.uscourts.nyed.443924.1.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/16703038/minfee-v-city-of-new-york/"},{"name":"Govan, Rhasean vs City of New York, et al.","start_date":"2016-01-07","disposition_date":"2019-05-28","payout_amount":0,"disposition":"Zero Disposition","docket":"15CV07279","court":"U.S. District Court - Eastern District NY","officer_name":"Soberal, Etna C.","summary":"On February 12, 2014, plaintiff Rhasean Govan was lawfully in his place of residents when defendant Detective Etna Soberal (Shield No. 7200) and Lieutenant Colin Delaney (Tax No. 930019) arrested him without probable cause for crimes allegedly committed by Govan's brother. Defendants Officers Wilson Alba (Shield No. 9921) and Jonathan Calderon (Shield No. 8217) falsely misidentified Govan as Govan's brother in a police line-up.
