Defendants ordered Plaintiff out of his vehicle without cause or justification, and Defendant William Nakelski tightly handcuffed Plaintiff, causing him pain, discomfort, and injuries. Defendants Kevin Kenny, William Nakelski, and Ou Wu then without probable cause to believe Plaintiff had committed any crime or offense arrested Plaintiff. Defendants then imprisoned Plaintiff in a police vehicle, and Defendant William Nakelski transported Plaintiff to the 47th Police Precinct, where he was then imprisoned. Defendant Nakelski ignored Plaintiff's request to obtain medical treatment for his wrist. Plaintiff remained imprisoned until Defendant Ou Wu issued Plaintiff three traffic summons and a criminal court summons, falsely charging him with various traffic offenses.
