The officers filed false papers claiming Plaintiff was selling narcotics.  The officers arranged for the car to be vouchered for forfeiture.  Plaintiff was treated at a hospital for a fractured jaw and orbital fracture.  Plaintiff was later charged with resisting arrest and other charges.
