Officer Alicea was responding to a call from Dib's sister, who reported an argument she and Dib had prior to Dib leaving to purchase cigarettes.  Officer Alicea asked Dib to come with him, and Dib willingly agreed; notwithstanding Dib's surrender, Officer Alicea deployed a taser on Dib, striking him in his chest and left hip.  As a result of Officer Alicea's taser use, Dib fell to the ground and hit his head on a nearby curb.  Dib was taken to the hospital and treated for his injuries, and while at the hospital he was charged with four misdemeanors and a felony.  Due to the charges, Dib was unable to return to his home and had to live in a homeless shelter followed by a hotel.
