When Palmer denied having any, his arm was twisted behind his back, and he was violently thrown into a wall. Despite his requests, the officers refused to disclose the reason for his arrest. Palmer was taken to the precinct, where officers falsely informed the Kings District Attorney's Office that they had observed him committing the crimes of Obstruction of Governmental Administration and Resisting Arrest, despite not witnessing any criminal activity. Consequently, Palmer was transported to Central Booking and arraigned in Kings County Criminal Court, where all charges against him were ultimately dismissed. As Plaintiff lied on the sidewalk helpless, Officer Layton asked if he had identification, which Plaintiff did. The officers then walked away, without charging Plaintiff with any crime or giving him a summons. Plaintiff was diagnosed with injuries to his knee and hip.
