On March 14, 2012, Plaintiff appeared in Richmond County Criminal Court for arraignment that was falsely charged against Plaintiff based on PO  DIGANGI’s false allegation. PO FISHER, supervising EGAN and DIGANGI, conspired with them to cover up the incident, approved to authorize the arrest, and failed to notify internal affairs that Plaintiff had been subjected to the use of force and sustained injuries in police custody.
