Conseillant, PO Joseph J. Jacobsen, and PO John Doe stopped Plaintiff's car without justification. After Plaintiff provided POs with requested documentation, POs informed Plaintiff she was the subject of an investigation card (\"i-card\") and ordered her out of the vehicle. Plaintiff complied with every request but after PO searched--without recovering contraband--her POs Conseillant and Jacobsen roughly grabbed Plaintiff's arms, causing pain to Plaintiff's shoulders and arms. PO Conseillant also shoved Plaintiff, who was pregnant, against the patrol car, causing pain to Plaintiff's arm, shoulder, and stomach. POs applied overy-tight metal cuffs to Plaintiff's wrists and ankles, which were swollen due to her pregnancy. The excessive tightness caused pain and swelling to Plaintiff's wrists and ankles but POs refused to loosen them. \n\nPlaintiff was taken to the 75th Precinct where she was searched twice more without recovering contraband. Plaintiff begged multiple times to place a phone call to arrange for her children's care, ages two, eight, and fifteen. Plaintiff had been on her way to pick up her children when she was arrested. PO John Doe responded \"Fuck your kids\" and another responded \"Maybe [your kids] should be taken away from you anyway, since you're a criminal.\" POs then grabbed Plaintiff's breast and shoved Plaintiff against a metal sink, causing her to strike her pregnant stomach. Another PO forcibly grabbed Plaintiff by the chest, causing a laceration and welt to her skin. Plaintiff suffered from gestational pre-diabetes, and the behavior of the POs caused Plaintiff dizziness, nausea, abdominal pain, and ultimately premature contractions. Regardless, POs continually failed to provide Plaintiff with food or water, and denied her medical care for approximately 10 hours despite Plaintiff's multiple requests. \n\nFinally, POs took Plaintiff to the hospital and, once treated, she was brought to Central Booking and arraigned on an unpaid traffic ticket. Plaintiff was then taken to the 30th Precinct where she was kept for approximately 5 hours before her release on April 20, 2023. In all, Plaintiff spend approximately 27 hours in custody for an alleged unpaid traffic ticket and misdemeanor i-card. Plaintiff suffered premature contractions, exacerbation of gestational prediabetes, a laceration to her chest, pregnancy complications, reduced range of motion to her wrists, ankles, and shoulders, bruising to her face, wrists, and body, was compelled to be on bed rest for the remainder of her pregnancy, and suffered lost wages, serious psychological injuries, emotional anguish, humiliation, anxiety, fear, post-traumatic stress, difficulty sleeping, and other damages as a result of this incident.
