Plaintiff began to feel ill, so he sat down on the platform floor and leant against a beam, when two defendant police officers approached him and asked what he was doing.  Plaintiff explained that he did not feel well and was waiting for a friend.  The two defendant officers asked plaintiff for an ID, but he did not have any.  The defendant police officers detained plaintiff and questioned him about his identity; without any explanation, defendant police officers arrested plaintiff and took him to a transit precinct.  After several hours, plaintiff was released with a desk appearance ticket, which stated no charges.
