On March 4, 2015, their child's school informed them that they had had to refer a case of possible child abuse to Admin. for Children Services (ACS), but that they didn't think either plaintiff was a threat to the child's safety. ACS conducted a home visit and agreed. On March 11, Defendant Detective Robert Cardona began repeatedly calling Plaintiff's home, demanding Mr. Brown come to the precinct.  Plaintiff Brown refused, not knowing the identity of the caller, and Defendant said he was going to come to Plaintiff's home. Later that day, Defendant appeared at Plaintiff's home and began banging on the door, but refused to identify himself. Plaintiffs were terrified and called 911, who sent a squad car. Officers arrived and confronted Defendant over his failure to identify himself. Plaintiffs eventually agreed to let Defendant in their home, whereupon Defendant threatened to arrest Plaintiff Brown on the spot (in front of his child) and take him to the precinct, despite Plaintiff Brown not having done anything wrong. Plaintiff Brown agreed to go to the station and Defendant began interrogating him without giving him Miranda warnings. Defendant forced Plaintiff to write a statement saying he pinched his daughter. Defendant made Plaintiff Brown get his wife to the station. Defendant then began to interrogate their child, who Plaintiff Grodd-Brown brought with her, about her father. Defendant then proceeded to send criminal charges - which had been drafted prior to Plaintiff's arrival at the station - to the DA, which falsely claimed Plaintiff Brown had abused his daughter. Plaintiff Brown was held for 36 hours before being RORd, and then was released. However, due to the nature of the charges, he was not allowed to be near his wife or child for 6 weeks. Cardona took Plaintiffs (a family) down to the 13th Precinct, separated them, and charged Plaintiff 2 with 5 charges that did not allow him to see his family.
