A dispute broke out between the man Plaintiff pays rent to and another older gentleman that resides there. The cops were called and nothing happened. The cops were called again, and when they arrived the placed Plaintiff under arrest. When Plaintiff asked why he was being detained, the individual defendants told him to shut up and placed handcuffs tightly on his wrists. He was then ripped out of his apartment in the cold and denied access to a jacket before being transported to the 34th Precinct. Plaintiff was transported to a hospital after not feeling well and telling Defendants he has recently been recovering from a bout of pneumonia. Plaintiff hands and feet were cuffed for almost 7 hours while at the hospital. \n\nPlaintiff went to Harlem Hospital on December 12, 2022 due to ankle pain and difficulty walking and was diagnosed with tendonitis. Plaintiff opted to have two separate orthopedic surgeries to repair the tendons in his left and right legs. The Defendants named in the suit, include Police Officer Rafi J.
