Defendants falsely alleged that Feliz drove through a red stoplight, and demanded his documentation. Defendants then falsely informed Feliz that his license was suspended. Defendants then arrested Feliz, conducted an illegal search of plaintiff's person and vehicle, and used excessive physical force in restraining plaintiff. Plaintiff was tightly handcuffed, and defendants refused to loosen the the handcuffs despite repeated requests to loosen them. At the precinct, defendants questioned plaintiff about unrelated criminal activity and directed racially derogatory remarks to plaintiff. Defendants intentionally provided false information to the NY County District Attorney's Office (\"DANY\") so that a criminal prosecution would be initiated against plaintiff.
