They were armed with automatic weapons. The officers then handcuffed Plaintiff Perkins who was lawfully staying at Plaintiff Perry's home and told him to sit on the hallway floor. The officers proceeded to search and ransack Plaintiff Perry's home without a search warrant. They also seized Plaintiff Perkins' phone. Even though the search yielded no contrabands and PO Fernandez informed Plaintiff Perkins that he was not being charged, Plaintiff Perkins remained handcuffed and was taken to Housing Police Service Area and then to Central Booking. After being arrested and held for more than 30 hours, Plaintiff Perkins was told that he was free to go, with no charges ever presented against him.\n\nWhen Plaintiff Perry returned to her home in the afternoon of May 16, 2023, she was not allowed to re-enter her apartment until midnight.
