Rodriguez then began to spray plaintiff and said \"damn this shit doesn't seem to bother him\" as he sprayed plaintiff in his eyes and mouth. Ofc. Rodriguez also was binding plaintiff's fingers and had his knees on his back. The case was dismissed June 28, 2018.
