Eventually, NYPD officers directed Plaintiff and others to follow a police officer down a street. The police then took out orange mesh rope known as kettling nets and arrested a group of people they had led down the street, without individualized probable cause. Plaintiff was placed in tight plastic handcuffs that caused her hands to go numb. When the officers cut the cuffs off of her, they also cut her skin. She asked for medical attention, but the police told her it would slow down her release. Plaintiff was held for approximately 21 hours before she was released at her arraignment. \n\nUpon information and belief at the time of the complaint, former Commissioner Raymond Kelly had given police officers orders to arrest people regardless of probable cause, and not to release them from the precinct. POs William Gardner, William Taylor, and Brian Thompson were also involved in the unlawful actions against Plaintiff. All charges were dismissed on June 14, 2013, because the allegations in the complaint failed to sufficiently state a crime or violation.","documents":[{"url":"https://storage.courtlistener.com/recap/gov.uscourts.nyed.355179/gov.uscourts.nyed.355179.16.0.pdf","type":"complaint"}],"url":"https://www.courtlistener.com/docket/13051029/thompson-v-city-of-new-york/"}],"id":"WVAP","url":"https://www.50-a.org/officer/WVAP"}
