The Defendant officers asked whether Flores \"had anything in his car.\" Flores admitted to having a small amount of marijuana in his car. The officers asked Flores where he had been coming from, and Flores admitted that he had just kissed Plaintiff Leugarda Cardenas and their daughter goodnight. After consulting with each other, the Defendant officers ordered Flores to place his hands behind his back and then roughly placed Flores under arrest. Shortly thereafter, the Defendant officers called the New York State Office of Children and Family Services (OCFS) and falsely reports that Flores had been smoking marijuana while the Plaintiffs' child was present. OCFS eventually cleared the Plaintiffs of any wrongdoing.
