Plaintiff was working as an assemblyman and was at the location attending the Morris Avenue Family day, which was fulfilling his duties as an assemblyman for the 79th District. While attending the event Plaintiff was speaking with members of the Police Department PSA 7 and saw officers gathering around a group of his constituents. Plaintiff started to walk in the direction of his constituents when he was grabbed, bear hugged and thrown into a gate by Defendant Policy Officer Jimmy Perez, and was then surrounded by Police Officer Reyes, and Police Officer John Doe who restricted Plaintiff's movements. Plaintiff was falsely detained. Defendant's actions were taken without any reasonable grounds or cause to believe that Plaintiff was guilty of any crimes.  Police officer Angel Irizarry ordered Defendant Perez to release the Plaintiff. The plaintiff then asked for Defendant's shield numbers but neither Perez nor Reyes responded. Officer Irizarry asked Plaintiff to walk with him. Plaintiff inquired as to what the training is on the use of force but Irizarry did not respond.
