At the time of his arrest, Plaintiff was present at the precinct, after having been contacted by officers and directed to appear at the precinct concerning a purported complaint which was allegedly filed against him by his ex-wife about a week earlier. At the precinct, Plaintiff duly reminded officers that they thoroughly investigated and dismissed the ex-wife’s false claims on the same day they were made. He then requested officers to desist from harassing him any further, upon which officers immediately arrested and detained him. Based on the false information provided by the officers, the prosecutors initiated criminal actions against Plaintiff. After further investigation, the prosecutors concluded that there was no evidence of crime and declined to prosecute.
