His face started to burn and he coudlnt see but went into his lobby and screamed for medical assistance. A neighbor called Plaintiff's mother who then called 911. Plaintiff was taken into the laundry room to wash his face while awaiting medical assistance. Defendants, NYPD officer Farid, and Officer Jane Doe arrived and asked Plaintiff who sprayed him with pepper spray. Plaintiff and his mother said Plaintiff did it to himself. Defendants ignored Plaintiff and his mother and repeated the question and they answered again. Defendants said we don't have tiem for this. Defendants and Plaintiff's mother got into an argument and Plaintiff said to the police Yall never do your jobs. Defendant Farid then began to arrest Plaintiff. Plaintiff then said you can barely speak English. Then Defendant Jane doe asked for more units, and then 20 more police officers came. One additional officer, \"John\" came and asked Plaintiff what happened and then Plaintiff explained. While plaintiff was explaining, Farid handcuffed Plaintiff. Plaintiff asked why he was being handcuffed but no one answered him, and no officers intervened to help Plaintiff. Farid used excessive force to handcuff Plaintiff in tight handcuffs, and when Plaintiff complained, he refused to loosen them. Plaintiff was arrested and officers Farid, Jane and John detained Plaintiff and put him in a police car for 1 hour and 15 minutes. Plaintiff saw defendants interfere with EMT personnel from treating him by blocking the EMT's access and trying to prevent Plaintiff's mom from escorting him to the hospital. Plaintiff was taken to the hospital while still handcuffed. Plaintiff remained handcuffed for 5 hours before being released from the hospital with a summons. Before the summons, Plaintiff observed and heard defendants Farid and Jane on their phones asking what tehy should charge Plaintiff with criminally.
