Thereafter, Plaintiff exited the aforesaid grocery store when she was physically assaulted by the other party who drove their vehicle directly towards Plaintiff, causing her to come into apprehension of immediate harmful contact before driving off in their vehicle. Steven Parsell and John or Jane Doe 1-10 (Defendants) appeared in the vicinity and illegally approached, stopped, and detained Plaintiff, and falsely accused Plaintiff of a criminal offense of assault. Despite plaintiff’s explanation of the event, defendants illegally seized her person with their outstretched hands aggressively grabbing her about her head and body before unlawfully searching her person by rifling their hands in and out of Plaintiff’s clothing and personal belongings. Defendants then grabbed Plaintiff about her body and extremities before violently contorting her arms and wrists behind her back and applying excessively tightened metal handcuffs. They then placed Plaintiff in a police vehicle and transported him against his will to the 104th NYPD Precinct where Plaintiff was illegally detained for a length of time before being transported to Central Booking, where Plaintiff was again processed pursuant to criminal incarceration and illegally detained until Plaintiff was released from physical custody on or about June 11, 2021 after her arraignment. Defendants signed and forwarded the criminal court complaint to the District Attorney’s Office, in which they knowingly affirmed the truth of fabricated allegations against Plaintiff, namely that plaintiff committed the criminal offense of possession and sale of narcotics. The criminal prosecution was terminated on September 14, 2021.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=UXn830SHroMdcSm/WrRaJQ==","type":"complaint"}]},{"name":"Padilla Jr., Luis vs City of Ny, et al.","start_date":"2021-12-23","disposition_date":"2025-10-28","payout_amount":0,"disposition":"Zero Disposition","docket":"726733/2021","court":"Supreme Court - Queens","summary":"On January 8, 2021, Plaintiff was at his house in Queens when he was approached and assaulted by Defendant officers Stephen Sheehan, Liam Dale, Ryan McMahon, Steven Parsell, Jennifer Cardello, and others when they responded to his residence.
