A police car pulled up next to Mr. Evans and accused him of possessing marijuana because he had an unlit cigar in his pocket. After showing the officers the cigar, the officers grabbed Mr. Evans. Two additional officers arrived and placed Mr. Evans in a chokehold and threatened to use a taser. \n\nThe officers then tackled Mr. Evans to the ground, handcuffed him, and searched his bag. They held him at the precinct for several hours despite finding no marijuana or contraband and charged him with resisting arrest and criminal possession of marijuana.
