POs asked for his license, registration, and insurance and Plaintiff provided his license while his girlfriend, who owned the vehicle, began looking for the other paperwork, which was in the car and valid at the time. POs did not give Plaintiff or his girlfriend appropriate time to look for the paperwork and ordered Plaintiff out of the vehicle after approximately 1 minute. Plaintiff was searched at the back of his vehicle then arrested and charged with failure to produce valid insurance. POs applied handcuffs too tightly to Plaintiff, injuring Plaintiff. Plaintiff was incarcerated for approximately 24 hours. Other POs observed Plaintiff's rights being violated yet did nothing to intervene.
