MARTUCCI, QUINTO, JOHN, or JANE DOE 1-10 approached the Plaintiff in the vicinity of inside the building located at 2575 Coney Island while the Plaintiff was lawfully present. P.O. MARTUCCI, QUINTO, JOHN, or JANE DOE 1-10 falsely allege that Plaintiff possessed a stolen vehicle and accused Plaintiff of a criminal offense. Then, P.O. MARTUCCI, QUINTO, JOHN, or JANE DOE 1-10 forcibly affixed metal handcuffs to his wrists in an excessively tight fashion. Due to P.O.’s wrong information, Plaintiff was then illegally detained in a dank and dirty cell for approximately 12 hours before being released.
