On or about December 31, 2022, Officers Edison R. Gutierrez (Tax #932763), Mark Carlino (Tax #936306), and five John Doe police officers pulled over Plaintiff Jamel Davis without provocation. The officers were driving an unmarked vehicle. They accused Davis of possessing illegal contraband and unlawfully searched his vehicle, but did not find anything. They then seized Davis, causing him multiple injuries, and arrested him without cause, detaining him for over an hour. On or about January 7, 2023, Davis was pulled over for no cause by an unmarked police vehicle. Davis was again arrested without cause and sustained injuries during the process, and was detained for over 40 minutes. On or about January 13, 2023, Davis was sitting in his legally parked car when two police vans blocked him in for almost 40 minutes. When Davis lowered his window to ask if they could move the vans, Officer Deshawn Edmonds (Tax #950369) falsely accused Davis of unlawfully idling his car. Davis was once again injured and arrested, and detained by Defendants for over an hour. Despite Defendants initiating a criminal complaint against Davis, on March 7, 2023, all charges against Davis were dropped, and the records sealed.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=7urvgY3rFGRx2753kukx8w==","type":"complaint"}]},{"name":"Nelson, Anthony vs City of New York, et al.","start_date":"2016-10-18","disposition_date":"2017-05-08","payout_amount":7500,"disposition":"Settlement","docket":"16CV06138","court":"U.S. District Court - Southern District NY","officer_name":"Edmonds, Deshawn","summary":"The Plaintiff was in the hallway in the apartment building where he lived when he was unlawfully arrested, improperly searched and subjected to excessive force by defendants.
