POs pulled Plaintiff out of his car, directed him to get on the ground, and arrested him without explanation. Plaintiff and his passengers were transported to the 30th Precinct where PO Salim showed Plaintiff a gun PO Salim said he had found in the car. In fact PO Salim had manufactured the discovery of the gun, and purportedly found it after arriving at the precinct while interrogations were well underway. PO Salim has a documented history of testifying falsely in judicial proceedings and New York City has had to pay multiple sizeable settlements to victims of PO Salim's civil rights infractions. In the instant case, Plaintiff was arraigned on false charges based in part on PO Salim's false account. A grand jury returned an indictment against Plaintiff based on PO Salim's false testimony during the proceeding. The prosecution against Plaintiff was ultimately dismissed on or about June 13, 2013.
