One unknown P.O. told the Plaintiff to “go back downstairs.” Rollins complied and began to go back downstairs to his apartment, once on the landing, an unknown P.O. told an unknown female P.O. to “lodge him” referring to Rollins. Rollins was then placed in handcuffs and turned over to Officer Melendez. Rollins, who suffers from arthritis in both ankles, was not allowed to retrieve his ankle braces or any kind of shoes, despite being barefoot and making requests to be allowed to do so. He was then made to walk barefoot, handcuffed, for a half of a block in front of his neighbors and passerby to the squad car. He was placed in a cell with no shoes, and not fingerprinted or photographed. After five hours of being held, he complained of having no feeling in his feet and was taken to the hospital, where he received medical treatment for the injuries inflicted by P.O.s.
