Plaintiff was operating motor vehicle in conjunction with a job had been hired to do as a plumber. Plaintiff was pulled over by unnamed defendant officers. Plaintiff presented valid identification and a restricted license which permitted him to operate a motor vehicle for work purposes. Nevertheless, plaintiff was ordered out of the vehicle, he complied and the defendant officers handcuffed his arms tightly behind his back. In connection with the plaintiff's arrest, the defendants filled out a false and misleading police reports and forwarded them to the prosecutors at the Richmond Count District Attorney's Office. As a result of his unlawful arrest plaintiff spent approximately twenty-four (24) hours in custody. Despite the defendants' actions the charges against plaintiff were dismissed in their entirety, on motion of the District Attorney, on April 28, 2014. On or about June 18, 2014 at approximately 5:00pm, plaintiff was lawfully present operating a motor vehicle on Arden Ave in Richmond County, NY.  Plaintiff was operating the motor vehicle in conjunction with a job had been hired to do as a plumber. Plaintiff was pulled over by unnamed defendant officers. Plaintiff presented valid identification and a restricted license which permitted him to operate a motor vehicle for work purposes. Nevertheless, plaintiff was ordered out of the vehicle, he complied and the defendant officers handcuffed his arms tightly behind his back.
