After threatening plaintiffs and reversing rapidly toward them Campos raised his firearm and pointed it at Shawn. Defendant Campos then pursued plaintiff Shawn and  pointed his gun at Shawn’s head. Plaintiff Shawn held his hands above his head and requested to see a badge or identification, but Campos provided none. Defendant Campos struck plaintiff Shawn with his fist and his firearm, shoved plaintiff into a fence and struck him repeatedly, causing pain, bruising, swelling, and lacerations to his face, chest, and body, and throwing Plaintiff into a nearby car and to the ground. When Plaintiff Edwin attempted to separate them, Campos punched Edwin repeatedly in side of his face, causing pain, bruising, swelling, and lacerations. Plaintiffs then held Campos against a nearby car by wrapping arms around Defendant’s chest and arms, telling him to calm down and to wait for police to respond. At no time were plaintiffs armed.\nDefendant Campos fired his weapon at plaintiff Edwin, shooting him through the palm of his raised right hand. Campos also shot himself while discharging his own weapon. Plaintiff Shawn then held Campos’ wrist in an attempt to prevent Campos from firing again toward his brother, and bystanders, continued to implore Campos to drop the weapon and not continue to shoot. Campos refused and fired at least one additional shot, which discharged so close to plaintiff Shawn's head that it resulted in ongoing pain and tinnitus. After determining that Campos was a member of NYPD, although he carried no such identification or a drivers license, defendant NYPD officers arrested plaintiffs, affixing handcuffs in an excessively tight manner and ignoring pleas to loosen them. Although plaintiff Edwin had been shot, the defendant NYPD officers unreasonably delayed medical care. After approximately twelve 12 hours, a defendant officer removed the cuffs using\na hot object, which caused a burn to plaintiff Edwin's wrist.
