She had previously been arrested and provided release upon her own recognizance (\"ROR\") order to appear in court. Despite the ROR order, the information was not properly entered into the NCIC and the order to detain Finch was not properly removed. Finch showed Rivera the paperwork to demonstrate the ROR order, but Rivera ignored her and refused to verify the information with the Bronx DA.  Rivera then contacted NYPD officer Nadege Rosembert, who confirmed the arrest without informing Rivera of the ROR order. \nOn December 9, 2014, Finch was arraigned in the Bridgeport court, and on December 10, the Bridgeport Police Department received information from the New York authorities that they were not interested in extraditing Finch. However, the police department did not notify the State Attorney's Office of this. Finch's grandmother then learned of this and notified the State Attorney's Office herself. Plaintiff remained behind the counter but wanted to capture the violent arrest on camera so he reached for another employee's phone. When Plaintiff held up the phone Defendant Officer saw it and placed him under arrest.
