Defendant Officer Schrell reported to the scene and denied Plaintiff any medical treatment for his bleeding injuries. Plaintiff was brought to the 90th Precinct. There he informed officers that he wanted to press charges and after waiting three hours was informed he was under arrest and placed in a holding cell. Defendant Lieutenant Jacobs falsely alleged that Plaintiff had punched him in the face. Plaintiff was charged with assault, menacing, and harassment, and these charges were dismissed in June 2016. Defendant Officer O'Connor pled guilty to disorderly conduct and an order of protection was issued requiring O'Connor to stay away from Plaintiff.","documents":[{"url":"https://www.documentcloud.org/documents/4923669-Cooper-v-City-of-New-York-et-al","type":"complaint"}],"url":"https://www.courtlistener.com/docket/6186119/cooper-v-city-of-new-york/"},{"name":"Rosado, Jonathan vs City of New York, Et. al.","start_date":"2017-01-17","payout_amount":0,"disposition":"","docket":"500512/2017","court":"Supreme Court - Kings","officer_name":"Horun, Nicholas A.","summary":"On May 25, 2016, at approximately 6:30-7:45pm, Plaintiff Jonathan Rosado was chatting with several friends while waiting for his aunt in front of her residence located at 541 Wythe Avenue in Brooklyn, NY. Responding to a complaint from nearby security of people \"drinking, smoking, and being disruptive,\" Defendant NYPD officers HORUN (Shield 10848) and an unidentified Latina female officer approached Plaintiff and questioned him about his presence. When Plaintiff told the officers that he was waiting for his aunt who lived at the location, he was told that he was trespassing and that he needed to leave. When Plaintiff questioned the officers' order, officer HORUN called the Plaintiff an \"asshole\" and then arrested Plaintiff, placing him in excessively tight handcuffs that caused him severe wrist pain. While being transported to the 90th Precinct, Plaintiff repeatedly complained about the tightness of the handcuffs, but the officers refused to adjust them and refused to take Plaintiff to a hospital. Although Plaintiff had offered the officers his ID when they first approached him, Plaintiff was given a summons for not having identification. Plaintiff was detained for several hours, even after the issuance of the summons, before being released.","documents":[{"url":"https://iapps.courts.state.ny.us/nyscef/ViewDocument?docIndex=cFRrQJnJTVZklZMgn5_PLUS_8HQ==","type":"complaint"}]},{"officer_name":"Horun, Nicholas A.","disposition":"Settlement","start_date":"2011-04-15","disposition_date":"2017-11-30","court":"Supreme Court - Kings","docket":"008547/2011","name":"Sanders, Reginald vs City of New York, et al.","payout_amount":25000},{"officer_name":"Horun, Nicholas A.","disposition":"Settlement","start_date":"2009-12-29","disposition_date":"2013-05-01","court":"Supreme Court - Kings","docket":"031465/2009","name":"Fortune, Rafael vs City of New York, et al.","payout_amount":100000},{"name":"Grose v.
