In the back of his truck he had his dirt bike that needed repairs. Before walking in his office, two officers in a vehicle used their siren to call him over. Cartagena complied and walked back to his truck. Officers questioned the ownership of his dirt bike. He told officers he had a title indicating the VIN number and a bill of sale, but officers refused to view his documents. One officer jumped on the back of his truck and claimed Cartagena tried to remove the VIN number off his bike. Cartagena's coworker cleaned his bike with solution to wipe away the rust to ensure officers all numbers were still there. Officers lied on the Complaint, stating the VIN number was \"entirely scratched off.\"  Officers called a patrol car to run the VIN numbers and they reported it did not come back stolen. Cartagena was arrested for illegal possession of a vehicle identification number. Cartagena was incarcerated for 11 hours. Cartagena was ROR'ed at his arraignment., and attended four appearances.
