Summary

On July 16, 2019, at approximately 9:55 p.m., Lieutenant Eric Delman and Police Officer Umar Khitab, both of the 77th Precinct, were on patrol when PO Khitab saw [redacted] sitting in front of 985 Park Place in Brooklyn with several other males, including [redacted] and [redacted] was rolling a marijuana cigarette. PO Khitab arrested [redacted]. Lieutenant Delman requested additional units to the location for crowd control. Police Officer Joshua Zucker, Police Officer Chandrapaul Temal, Police Officer Rochael Vasquez, Police Officer Christopher Messina, and Sergeant John Nicolosi, all of the 77th Precinct, responded. PO Zucker and PO Temal used physical force against [redacted] who refused to leave the street, during the course of his arrest (Allegations A and B: Force, [redacted]).
