On May 30, 2020, at approximately 8:00 p.m., during a Black Lives Matter Protest at Flatbush Avenue and St. Marks Avenue in Brooklyn, civilians blocked PO Andrey Samusev and PO Travis Grant's, of the 78th Precinct, marked SUV from passing. PO Daniel Alvarez of the 78th Precinct subsequently arrived at the location, drove his marked SUV around PO Samusev's SUV, and struck unknown individuals (Allegation A: Force, [redacted]). PO Samusev then struck [redacted] and unknown individuals with his marked SUV (Allegations B - E: Force, [redacted]). At some point after, PO Arthur Roldan of the 78th Precinct drove his marked SUV down St. Marks Avenue, threatening a crowd with his marked SUV and running over a civilian's bicycle (Allegations F: Abuse of Authority, [redacted]; Allegation G: Abuse of Authority, [redacted]).
