On December 2, 2020, [redacted] filed this complaint during a phone call with the assigned investigator. On November 26, 2020, at approximately 7:36 p.m., [redacted] was walking eastbound on East 161st Street in the Bronx with his daughter and two friends unknown to the investigation. At the northwest corner of East 161st Street and Grand Concourse, Sergeant Timothy Burke of the 44th Precinct stopped two people in [redacted] party (Allegation A, Abuse of Authority: Stop, [redacted] Allegation B, Abuse of Authority: Stop, [redacted] Allegation C, Abuse of Authority: Stop, [redacted] Police Officer George Layng of the 44th Precinct called [redacted] a "savage" (Allegation D, Offensive Language: Race, [redacted] Allegation E, Discourtesy: Word, [redacted] Police Officer Safayath Jamil of the 44th Precinct told [redacted] "Teach your kid, what kind of a piece of shit you are” (Allegation F, Discourtesy: Word, [redacted] Sgt.
