Description: On April 20, 2020, Plaintiff was walking when he witnessed a number of plainclothes officers exit their vehicles and approach another individual on the street. Plaintiff attempted to leave the area but was pursued by Defendant PO John Doe 1, who then struck Plaintiff in the left ankle with his unmarked police vehicle, causing Plaintiff to fall onto the sidewalk. Plaintiff stood up, and PO Doe exited the vehicle and pointed his gun at him, ordering him not to run before tackling him to the sidewalk.
