Complaint
Description: On April 17, 2019, Plaintiff was involved in a car accident with an off-duty police officer and suffered a broken leg and ankle. NYPD officers, including Cynthia Pezua (Shield 16818) and Pierre Giraud (Shield 8397) arrested Plaintiff for driving with a suspended license due to an unpaid parking ticket. Plaintiff was cuffed and taken to the hospital, but officers refused to issue a desk appearance ticket and delayed the paperwork for processing his arrest. Plaintiff waited seven days tightly cuffed to the hospital bed to be arraigned. When Plaintiff complained to officers that he was cuffed too tightly, they tightened the cuffs.
