Description: On February 16, 2021, plaintiff Elijah Ewell was stopped, detained, and arrested at about 10:30 pm in the vicinity of Sound View Avenue and Watson Avenue in the Bronx by NYPD officers Daniel Ramos and Andrew Brown and NYPD Det. Sergt. Robert Vassallo. Plaintiff resided at the Sound View Housing Complex at Sound View Avenue, and booked a car service trip on the Excellent app. After being picked up by his driver, who was also Black, the car traveled one block up Watson avenue before being pulled over by Defendants Ramos, Brown, and Vassallo in an unmarked black car.
