Description: On November 18, 2013, at approximately 3:00pm, the plaintiff was shot and killed by Defendant police officer in front of 894 Hart Street in Brooklyn as the other Defendant police officer looked on. Plaintiff was holding a steak knife and a drinking glass, but did not pose an immediate threat to anyone. Plaintiff had a learning disability, which law enforecement knew from previous encounters. At the time of the encounter, Plaintiff exhibited behaviors characteristic of an Emotionally Disturbed Person (EDP), which required the officers to alert the patrol supervisor and Emergency Service Unit personnel and maintain a Zone of Safety until their arrival. Defendants did not do this, but instead moved in on Plaintiff...
