Description: On November 5, 2020, Plaintiff was working at his family’s deli in Richmond County, New York. Two NYPD officers—including defendant Officer Mandracchia—drove into the parking lot of the deli in an unmarked police vehicle. The officers began acting unruly in the parking lot. Plaintiff walked outside and asked the defendant officers to leave the premises. The defendants became more unruly, then sped out of the parking lot. The officers made a U-turn and parked in front of the deli. The defendants got out of the car and Plaintiff immediately apologized stating he did not know the defendants were police officers.
