Description: On or around January 23, 2020, Plaintiff was arrested by Detective Jason Vasquez for allegedly selling heroin direct to an undercover with marked money. Officers Jason Vasquez, David Pabon, David J. Demelia, Mark Oconnel, and others, then took Plaintiff to the holding cell area of the 46th Precinct.
