Description: On April 5, 2020 at 5:11 pm Plaintiffs Shaundell Hennegan (SH), Tysean Hennegan, J'chad Boyce and Curtis Miller were standing in the street. Plaintiff Miller was in the passenger seat of a car, and when POs Brian Ramirez and Justin Vasquez yelled at the Plaintiffs for not social distancing, SH got into the driver's seat. PO Ramirez demanded to see SH's DL, which was provided. PO Vasquez demanded to see Miller's ID; Miller refused since he was not doing anything. Miller began recording the interaction with his cell, and PO Vasquez slapped it out of his hand and began hitting Miller. Description: On October 13, 2017, Nourhan Elbassiony was outside of a hookah lounge when she saw her friend being arrested by police. Elbassiony’s friend threw his cell phone to her, at which point Officers Topi, Mosby, and Doe grabbed Elbassiony and violently shook her from side to side. Elbassiony heard her knee pop and went to the hospital, where Officers Mei and Varrone came to speak with her. Elbassiony told the officers that she wished to make a complaint; the officers left, and later returned to place Elbassiony under arrest.
