Description: On July 26, 2012, Plaintiff—who was seven months pregnant at the time—was a passenger in her car when she pulled up in front of a store and in front of an inoperable parking meter. Plaintiff thereafter went into the store and observed Defendant traffic enforcement agent (TEA) Echevarria approach her car. Plaintiff then left the store, approached Defendant Echevarria and informed him that the meter was broken, to which Echevarria told Plaintiff that she should not park her car there.
