Description: On November 15, 2020, Plaintiff David Conyers, an African-American man, was stopped in his vehicle despite not committing any traffic or equipment violations by P.O.s Borrero, Brovakos, and unknown P.O.s John Does 1-10. The officers approached Mr. Conyers' vehicle and requested his license and registration, which he provided. The officers returned to their vehicle, reapproached Mr. Conyers, and advised him that they were gong to search his vehicle. They had no probable cause or reasonable suspicion to do so. They directed plaintiff to exit his vehicle, which he did, and the officers searched it and Mr. Conyers. They discovered no contraband.
