Description: On April 16, 2019, plaintiff was walking when he was stopped by Lt. Eric Dym and Sgt. Natalie Bautista who demanded to search plaintiff. They took him to the precinct and searched him there, revealing nothing illicit. They issued plaintiff with a summons ticket alleging he'd engaged in disorderly conduct. The summons ticket was dismissed on June 10, 2019. On April 27, 2019, plaintiff observe Lt. Dym, Sgt. Bautista, Officer Jose Tejada, and Officer Lorvin Fernandez stop another individual. Plaintiff began filming the officers but was not interfering with them. Lt. Dym and Sgt. Bautista approached plaintiff and threatened to arrest him for filming them. Lt.
