Description: On February 10, 2018 at 3:35PM in the vicinity of Wheeler Avenue and East 174 Street, Bronx, NY, the Plaintiff, Anthony Comas was in a car driven by Rafael Tertulien. Officer Edgar Guerrerro and Police Officer John Does stopped the car, even though Tertulien committed no traffic violations and ordered them to exit the vehicle. The police searched the vehicle without permission and found 1 brass knuckle, 1 billy club, and 13 Percocet pills. The police were informed that those objects belonged to Tertullien and the Plaintiff was never in possession of any illegal objects, but the officers handcuffed and arrested him regardless.
