Description: On July 24, 2010, Defendant Flores and his codefendants observed the Plaintiff walking a dog into a building and into an Apartment. Defendant Flores and his codefendants apprehended everyone inside the location. Defendant Flores explained he had a search warrant and detained everyone inside to ascertain their relationship to the location. Plaintiff showed his ID and explained he was a dog walker. No contraband was observed or recovered in plain view by anyone, including Plaintiff and Defendant Flores. However, Defendant Flores detained the Plaintiff.
