Description: On October 26, 2015, Plaintiff and three friends were walking to the playground when PO Dudley and Rodriguez stopped them and told them to line up against a gate. They complied. they were told to sit down, where there were dog feces. Plaintiff asked several times why they were being detained. PO Dudley grabbed Plaintiff around the neck and threw him to the ground. Plaintiff tried to stand up, PO Dudley pushed him onto the ground into the street. PO Dudley wrapped his arm around Plaintiff's neck, pinning him on the ground in a chokehold, causing him difficulty breathing.
At some point during PO Dudley's attack on Plaintiff, six additional POs arrived and observed, doing nothing to prevent, intervene, or stop. ...
